Since 2011, formal and non-formal adult education has been regulated by national law, with municipalities coordinating delivery across all 60 administrative units. The 2023 launch of Kursuok.lt \u2014 a centralised platform listing over 5,000 courses from more than 300 providers \u2014 marked a significant step forward, offering learners annual vouchers of \u20ac500 (up to \u20ac1,000 for vulnerable groups) to access priority areas such as digital skills, STEM, and green competencies.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Yet adult participation remains at 24.7% in 2024, far short of the national 53.7% target for 2030. Fragmented local offerings, uneven municipal budgets, and limited awareness continue to hold back growth.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Lithuania has no dedicated national legislation for micro-credentials as of 2026. Recognition remains case-by-case, largely confined to higher education pilots. Kaunas University of Technology (KTU), through the ECIU University alliance, has issued e-sealed, tamper-proof micro-credentials storing competency data in Europass wallets. Vytautas Magnus University participated in the MicroHE and Digital Micro-Credentials projects, using the Credentify platform for digital issuance.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">These\u00a0are\u00a0meaningful\u00a0advances\u00a0\u2014\u00a0but\u00a0they\u00a0remain\u00a0isolated\u00a0from\u00a0the\u00a0broader\u00a0adult\u00a0education\u00a0ecosystem,\u00a0including\u00a0vocational\u00a0training\u00a0and\u00a0non-formal\u00a0learning\u00a0for\u00a0educators.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Interviews with adult educators revealed a pragmatic but limited view of credentialing. Most rely on paper-based certificates tied to specific workplace requirements \u2014 fulfilling qualification mandates or unlocking salary increments \u2014 with little portability across employers. Micro-credentials are not yet seen as tools for building new qualifications.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Learners, meanwhile, expressed clear frustration: every institution maintains its own procedures for recognising competencies, making it difficult to present evidence of learning to new employers or institutions. EU-funded pilots have demonstrated working digital issuance systems. Kursuok.lt provides a national aggregation point. And growing policy discussions \u2014 informed by European examples from Estonia and Ireland \u2014 are building the case for a legal framework that enables ECTS stacking and cross-employer portability.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The findings from Lithuania will contribute to the DAMET project\u2019s Microcredentials Mapping Report, which is being compiled by the lead partner based on input from all participating countries. Together, these national reports will help shape a Microcredentials Framework for the Digital Competency Development Platform (DCDP).
